The San Diego Trolley runs from Santee in the east all the way to the Mexico border at Tijuana, covering much of the ground typically covered by tourists. Bus routes fill in the gaps where the Trolley doesn't run, including areas to the north like La Jolla and Mission Beach.
Traveling by car is the easier option, and getting around San Diego is easily managed, especially if you avoid traveling long distances at rush hour. Another possibility is to combine touring both by car and the Trolley, especially using the public transportation to get around during rush hour.
